With the implication of the playing field's skill level at these stakes in conjunction with this fishy play making spots you dominate in all the more likely, I'm inclined to call just about every time.

I'm interested to know what you see different in the two hands.

First hand is only 5 hands in and we have no information on the villian, so I think I'll fold it.
Second hand we have the information you gave us about villian losing his chips. When he lost those chips, I put him on something like A3s, and I think he was chasing his straight. So since he was willing to raise UTG with A3s (what I had him on), I think we can call his all in.
